Question R5 3600, RX 6600 FPS Drops All Games

I have been experiencing this problem for about 3-4 years. I have tried everything software-wise. Then I started changing parts. The fps drops and rises instantly in all games. Especially when I enter a battle or enter a crowded place. I recently installed Forza Horizon 5 and the game is almost unplayable due to the FPS. I've included the changed parts and Afterburner graphic below.

Changed parts:
GPU: 3 times zero RX 5600XT, G210, GT1030, RX6600
SSD: Tried installing system/games on M2 SSD, Sata SSD and HDD.
RAM: 2x8 GeiL RAM 3000 MHz, 2x8 XPG RAM 3200 MHz
PSU: Corsair 450W, Corsair 550W
Additional Components: Also changed mouse, keyboard, and wifi receiver.
The only thing that has not changed so far is the processor and motherboard.

Gigabyte B450M S2H
XPG 2x8 3200 RAM
WD 512 GB M2 SSD
Seagate 1 TB HDD

Corsair is the brand of the unit while 450/550 is the advertised wattage of the unit. What is the model of the unit(s) and their age?

If we're to go with wattage alone, you don't meet your platform's needs. What BIOS version are you on for your motherboard at this moment of time?

I misspelled the wattage of the PSU. Both are 550W.

1. Corsair VS550 550W 80+ : It came with the Corsair Spec Delta case. The product was brand new when I bought it. I've been using it for about 3 years.
2. Corsair CX550F RGB 550W 80+ Bronze : I bought this as new to try a different psu. I bought it on October 29, 2022.

BIOS: I have tried previous BIOS versions. Currently, the most up-to-date F63d version is installed.

A video from the FH5 game. The lags are clearly visible in the game. The processor reaches 100%, this may be the problem, but other users using the same system can play the game without any problems. When I turn on the CPB feature in the BIOS settings, nothing changes.
