r7 1700 + GTX 1070 build bad performance

UPDATE: restored CPU and GPU to stock settings, no more crashes but PC has same issues as before. ex lockups
Recently upgraded from

i5-3570k @ 4.6GHz
16GB Team Inc. 2133MHz DDR3 4x4GB RAM
GTX 770 OC 4GB Windforce
AsRock Extreme 4 Z77 Motherboard
Cooler master Seidon 120V AIO cooler

to
r7 1700 @ 3.8GHz

AsRock X370 Killer AC/SLI edition Motherboard

I use my build for video editing in Adobe Premiere Pro/After Effects, rendering in Blender 3D and Cinema 4D, for programming, and gaming. All games run at 1080P on high/ultra settings. (BF4, NFS15, CODBO3, Titanfall2, etc)

Performance has been none the less lackluster with this new upgrade. Benchmarks say my build is roughly 3x faster than what my original build was but definitely doesn't feel like it. With OC (3.9GHz however tends to be unstable, 3.8GHz is fine) performs equally to the 1800x.

Windows 10 is extremely laggy and locks up, applications freeze, games experience huge frame drops (mainly in issue in COD BO3 but to be fair it's a poorly optimized game), and system failures occur frequently.

Upon upgrading I completely wiped all my data and did a clean install.

Driver support for ryzen has been terrible, motherboard locks RAM at 2133MHz and if I change it I get bootloops. AsRock dropped the ball on support for this board, seems terrible compared to the Extreme 4.

Storage has not changed,
128GB Samsung 840 EVO SSD - for OS and Adobe applications
512GB Samsung 850 EVO SSD - for large games and cache for video projects
2x1TB WD Blue - for storage

Looking for advice on what to do to make my build run better :-(

Looking at the above screenshots, it looks to be an issue with the GPU.

Hmm.. I recently switched to a Ryzen 7 1700, Asus Prime B350 Plus motherboard & Corsair Vengeance LED (white) 32GB (2x16) 3000Mhz.

I have not overclocked and didn't even bother re-installing Windows 10. So far it's been performing much better then what used to be in this system (i7-3770K, Gigabyte 1155 mobo, G.Skill 32GB(4x8) pc-12800.

The primary Windows install hard drive is a Samsung 850 Evo 1TB and the video card is an MSI 1070

BIOS is on latest version, P2.50 for my mobo. I'll revert to stock settings and see if that alleviates any issues.

Can't get past the default 2133MHz set by BIOS, everything results in boot loops. Changing timings to ones specified by RAM didn't help either.
