r7 240 4gb not powering up.plz hlp

Hi guys igot a problem my motherboard is not powering up the new vga...
Windows 7
Gpu - R7 240 4gb Low profile.
mobo -asus a88xm-a pcie 3.0
PSU- 400w
ram ddr3- 8gb
i tried to disable onboard graphics in bios it did not help.
triple checked the videocard its plugged in correctly.
Monitor is working fine with onboard gpu. but it says no signal when i plug it in Gpu cable slot due to Gpu is not power supplied.(obviously doh!)
Gpu is brand new...motherboard is new aswell.slot should be working fine because i did not use it before.
i opened the case and checked it when power is on...fans on gpu r not working.so its not power supplied...and i cant install drivers because pc does not see the card.
any help would be appreciated.
 
Matt - no it does not require power supply.it appareantly works straight from mobo.there is no wires or anything...sort of plug and play.i hope my pci slot is alive...how do i check it in Bios??is there a way to check it at all.i got no other gpu to plug in.

Roopjeet- what u mean by 1080...unfortunately i got a bit old flatscreen monitor...gotta buy new one.

p.s. thats the video card i got its low profile one.

well is ur motherboard new ??? check ur card on others computer any of ur friends or just install the drivers

by the way i am having sapphire r7 240 1gb gddr5 and its 24 % better than urs 😀 and i can 1080 p darksiders2 and metal gear rising revenge

my full specs 1 i3 3.3 ghz 2 4gig of ram 3 r7 240 told u 4 asrock h16m vs4 windows 8.1 32 bits
