Will i3 2100 bottleneck r7 250x
And how can i download r7 250x driver update

Pc spec
i3 2100 3.1 ghz
Corsair Vs 450w
Win 7 64bit
Dh61ww motherboard

Can i run dying light at a decent fps?
Does turning off antialiasing and ambient occlusion in dying light give any difference in fps?
Is my motherboard compatible for r7 250x?
It has pcie 2.0x16 slot

Solution
No, the I3 2100 won't bottleneck the R9 250X.

From here you can download your GPU drivers: http://support.amd.com/en-us/download

Your motherboard is compatible with the graphics card.

Dying light will run maybe on low settings ~35 fps on lower resolutions than 1080p.

Anti -aliasing and ambient occlusion are advanced settings for high end builds. Enabling those aettings will lower your framerates drastically.
