R7 370 missing heat sink on Voltage Regulaters

After reading the article ( See; Best Graphics Cards For The Money/AMD Radeon R9 390X, R9 380 And R7 370 Tested/Infra-red Temperature Measurements) and the part about the missing heat sink on the MSI version and the overheating problem, I examined all the pictures I could find of the various 'makes' and only the Gigabyte R7 370 seems to have a heat sink on the voltage regs. and a back plate.
Can anyone tell me if this is true? As the pictures I have seen are not conclusive.
Also, any views on the Gigabyte R7 370, pro or con.

I assume you live in the land of the lucky, where everything is cheaper (the U.S.) Here in Europe we pay through the nose. The R9 270 is about €20 more and the R9 270X is around €40 more expensive than the average R7 370, which is around $20 more than you would pay for it.
I'm not having a pop at you my friend, just our greedy slave masters...
