R7 370 won't let computer start

So I recently bought an r7 370strix for my prebuilt xps 8700 and I put it in and after installing the drivers was was working just fine and I played witcher 3 for like 3 hours now every time I start my computer it loads Windows then it takes me to a blank screen instead of logiging in

I dont know how to get into safe mode

I have a dell 460W with 2 pciE 6 pin and 32Amp going to video card i belive

Press f8 repeatedly when you turn the computer on before windows starts loading and select boot in safe mode when given the option.

(and that power supply is really iffy (weak) - it may be the cause of the problem and not software)
