R7 370 wont overclock anymore

I have overclocked my GPU core to 1150MHz and memory to 1500MHz. After unlocking the voltage and enabling the unofficial overclocking mode with PowerPlay, it wont overclock anymore. The sliders will go all the way to like 1950 and 1800 respectively, but it wont increace preformance or even increace the clock in Kombuster at all. So Simple question- Is this because the hardware can literally not go anymore, or software side? My thermals never go above 56C, so its not throttling? Is this a normal thing where cards will hit a certain limit and just cant go above? Im not well informed so if this is a stupid question let me know. :|

NOTE: It wont underclock anymore either.

Yep, it will be down to the voltage regulators on the cards circuit board.
But also you would have to get a custom bios, or a tweaked one.
The bios holds all of the power settings max and Min, and it is often locked from making firmware modifications to the settings.
There will be set limit's for maximum voltage applied to the Gpu core and the ram chips set in the bios firmware.

Running software via windows desktop ect. simply wont do anything after the maximum values set in the bios are reached.
To change the voltage as said it involves editing the bios firmware.

But it`s a very risky thing to do, get it wrong and you brick the card, by editing the bios files.
Or end up frying it due to excess voltage settings.

how would i do that? tweaking the bios? Also I cant even under clock it anymore, it will just stay at max.
