Question R7 3700x bottleneck with an RTX 2070?

I'm finding that my R7 1700 and GTX 1060 6gb system is overloading the GPU when I go to record. I record my madden 20 games for editing. The games play fine, but when I record them it turns out a little stuttery and OBS says that I'm overloading the encoder in the GPU. Is the R7 3700X and RTX 2070 a good fit you think?
