Quick question. Will a Ryzen 7 3700x with a GTX 970 would perform better than a Ryzen 7 2700x with a GTX 1060 6GB?

Either would need a GPU upgrade at some point for anything over 1080P/medium on latest demanding games, but, the 3700X, with it's 15-18% IPC lead, should fare better for far longer, IMO...

Slap in a better GPU later (1660 Super or 2060 Super for 1080P), and, it's performance gain would be more noticeable

Are you planning to build a new system with this hardware? You might also consider a Ryzen 3600, which has just 6-cores and 12-threads, but should perform pretty close to a 3700X in today's games, which don't currently need those extra cores anyway. That could free up an extra $100+ to put toward a higher-end graphics card, which could provide significantly better gaming performance.
