R9 270 Asus New not being picked up

Recently bought this card for a new build MSI 970 gaming mobo Corsair 600w PSU and 16gb of 1600mhz ram. The bios beeps are one set of one long two short. Indicating a GPU problem. I've tried this in my old rig and the card isn't even in device manage, any ideas? I've refitted the card a number of times and made sure of snug connections
