I have 2 monitors, one is a HDMI and is working fine but the other one is a vga with a dvi adapter and the GPU wont pick it up at all. I have a r9 270 with 1 hdmi slot and 2 dvi slots.

Solution
If your R7-270 has two DVI ports, try the other one - only one of them is the required DVI-I for passive DVI-to-VGA cables/adapters, the other one is DVI-D only.
I tried tried that a little bit ago but the monitor said 'no cable connected'. I have a cheap adapter, could that be the problem? Should I try restarting the computer or what?

Unless the adapter or VGA cable has broken or missing pins, the likelihood of a defective adapter is very low: the DVI-to-VGA dongle is nothing more than a pin-to-pin pass-through, there are no electronics whatsoever in there.

If you decide to check for missing/broken pins, you will need to get a connector pinout to identify which ones are required for VGA: the DVI connector has a dozen pins that are digital-only (for DVI/DVI-D) and will likely be omitted in DVI-to-VGA adapters.
