R9 270 is having trouble running gta v?

I recently decided to buy GTA 5, but it was still listed at 60 dollars on steam. So i decided to buy the digital download off of amazon. After waiting 24 HOURS for it to download, im looking at gta 5 on all low settings at 1050p getting 40 fps. I have v-sync on because without it it gets 70 fps and really bad screen tearing. I'm confused because i can currently run shadows of mordor on high/ultra settings and get a locked 60.
System:
AMD FX-6300
R9 270 overclocked to specs of 270x
8 gigs of ram
 
Have you tried limiting your FPS using the frame rate tool inside AMD Catalyst and turning off GSync?
That tool is located under the Performance tab in the Catalyst Control Center.
I think gsync is not needed if you limit the FPS.

I have tried MSI Afterburner for watching the performance of the video card and I like it. I needed better control of the fan versus gpu temperature and found this software an ideal solution to overheating on a R9 270.
