I recently built a new gaming PC and i have been getting really low fps in games like battlefield 4. I have seen people get 60fps on the high preset with specs similar or identical to mine but i don't understand why i get large fps drops even on the low preset. My specs
CPU- AMD FX-6300 Stock 3.5ghz
Motherboard- Asrock 960g
Ram- Crucial 8gb 1600mhz
GPU- HIS R9 270X
HDD- WD Blue 1TB
Case- White NZXT Source 210
PSU- EVGA 500 watt silver certified

That shows that your CPU was 10% loaded when the benchmark started and that your CPU score is a little lower than it should be. Check for background applications consuming CPU, if you find any kill them and see if it makes a difference.

Other things to monitor are your CPU/GPU loads whilst playing the games that aren't performing as you expect. It might be that your system is overheating then throttling back.

I have never really seen my GPU or CPU at abnormal temperatures when i play games my CPU never exceeds 70 degrees Celsius and rarely gets to 65 neither does my GPU i have never seen it go beyond 50 degrees Celsius

What about the background CPU utilization did you find the culprit and kill the process?

That's a tough one then, there doesn't seem to be anything obvious wrong with your hardware. It could be power supply related but that's a long shot.

I dont know what else to suggest. You could re-install your OS from scratch with nothing else on the system except BF4, that would rule out software interference.
