System specs:
Gigabyte 990 FXA Ud3 Rev 1.1 motherboard
FX 4350 4.2 Quad Core AMD Processor
x2 4gb Kingston hyper X 240- pin DDR3 Ram (1600)
Corsair CX 750w Power supply
x2 OCZ Vertex 4 125 GB hard drive
Western Digital 2 TB hard drive
x2 xfx 49 270x 2gb 256-bit video cards
Antec three hundred illusion black steel atx mid tower computer case

Symptoms:
These issues have been going on for awhile now. I finally threw my hands up in the air and now I would appreciate whatever help I can get.

1) When I am running Netflix on my second monitor and paying a video game whenever Netflix goes to a new episode the game freezes for a few seconds.

2) On occasion when I view a vide on facebook or youtube my game crashes OR my computer freezes.

3) Whenever I restart my computer a Chkdsk error appears. After restarting windows resumes normally.

4) On occasion my second monitor will randomly flicker on and off.

Although I have these issues the PC runs video games pretty well. I am getting roughly 60-120 FPS on Warlords of Draenor with High settings and about 45-57 FPS when bench marking Dragonage Inqusition.

Steps Taken
1) I completely uninstalled all drivers (Motherboard and Video) then used Driver Sweeper to clean them up. After doing this I reinstalled them.

2) I ran memtest86 and rotated out the two memory cards.

3) I used the corresponding Hard drive firmware to test for bad sectors. Both brands came out fine.

4) I used my friends power supply tester to verify my power supply.

5) I used gigabytes @Bios to install the latest motherboard Bios.

6) Video card 1 runs at about 70c, video card 2 is about 63c CPU is about 36c. I spoke with XFX and 70c is perfectly acceptable for this card. PC Performance for CPU never goes about 80%, and memory gets to about 90%

Considerations:
I did install a few new components and not do a full format/reinstall of windows 7. I also have a copy of windows 8 that I could install should I so desire.

because 1) your MB is the rev1.1 version. 2) The FX 4350 has TDP 125W, even it is not the fx 8 series. Solution
After running HWmonitor to check my temperatures the "TmpnIn2 is running at 105f". The CPU however is running at 82f. The Motherboard is overheating and this explains a variety of other odd issues I have been having. Would acquiring the Zalman fan fix the motherboard heating issue and how? I thought that I only cooled the CPU.
 
Because the problem is the MB VRMs overheat, when you buy the one top-bottom blowing design cooler ( at least 110mm/120mm size), it will cool the CPU and its surrounding components like the VRMs section, it may help. And I don't know the MB is still under warranty period or not, if yes, contact gigabyte, if it is not, you may consider to get other MB.
