R9 270x problem

I bought r9 270x yesterday and connected it to pc before installing drivers (monitor plugged in via dvi ) it was fine but after installing drivers it is showing random pixels which RGB and very small i uninstalled the driver but the problem persist now and moreover this problem is nowhere in bios
there are some articrafts too that appear on screen and the pixel move when there is a movement on screen

It appears the card is defective. Uninstall the driver, shut down, turn off the PSU, and remove the card. Then reinstall the card and see if it still happens with no driver. If it is OK, boot to Windows and use it driver-less for awhile and see if it comes back. If it does, the card is defective.

I think so its not the card coz I am in system reset / backup mode and there are no pixels now and it was fine before installing drivers
