Hi Aaron,
I have the same problem as you. After upgrade from GTX460 to 270x I'am getting crashes.. My PSU has 400W (450W peak).. :D ..did you try another psu?
How did you solve this problem?

My guess is the power supply , please read the minimum requirement for that GPU , since I have the same GPU , if memory doesn't fail me , it requires at LEAST 500w , also I remember seeing other conditions as well . So please take a look at you graphic card box that it came with , also you can check the website .

the cooler master gx 450 has 35 amps on the 12 volt rail, the r9 270x needs 32
also there is a guy on youtube that even runs a 270x with a 430 watt psu! with no problems!

first of all: a 400 watt psu is wayyyy to less for a 270x, i could barely run my 270x with a 450w psu
and then i upgradet to a 650w and it fixed (almost) all the problems
second: try and remove all the drivers first with display driver uninstaller, and than instal the drivers back in

we need to know the rest of your specs cpu and such the 270x is 145w TDP i think so depending on the rest of the system 400w could be enough
