R9 280 new build issues on low spec games.

I just built a new tower with what I would assume are decent specs It has a R9 280 3g GDDR5 with an i5 quadcore, 16 gigs of ram, 600 watt psu and SSD main harddrive. Now I haven't had much time with it but my go to game is usually league of legends because I play it a lot and I've seen much worse pc's run this game at max settings fine at 60 fps. On this build I get stuttering and dropping framerates to about 40-50 whenever my team shows up. I really don't know what to make of it i'm sure this computer has enough power to run this game seamlessly at max settings. Any advice?
 
I just downloaded both those programs and attempted to run them not exactly sure how to use them fully but it says I passed the cpu stress test and the graphics one just runs an endless screen saver. When I benchmarked on msi kombuster i get lakes of titan score:3524 with full AA on at 1080p resolution 58fps. I have noticed when i'm playing league and i turn the vsync off i get fps ranging from 80-300+ and when I turn it off I get these constant drops to around 40 fps. I would leave v sync off except it makes stuff jump around periodically. Thanks again for the help..... Also this may be an exceedingly ignorant question but does it matter which slot the gpu goes into? My motherboard has two slots for crossfire setup and I placed mine in the top.. after looking at a few videos I notice many people put them on the bottom slot closer to the floor.
 
I think I follow you somewhat... What heat is too high when I am running these stress tests. I also noticed that when I turn vsync off in league that i get fps ranging from 90 - 400 which is playable other than the occasional jumping of characters but I assume that is related to vsync being turned off.
