Does this GPU have any fan stop function?

Cause my does stop 1 fan, but when i ramp up it takes a while to start itself.

It does not start running if i spin it manually or push, just by software fan control.

No, it does not. There must be a problem with the card or the fan motor. I have that exact card in this rig right now and there is no provision for a semi or fully passive fan mode on these cards.
