R9 280 VRM overheating?

So I have an r9 280 by XFX and I recently noticed my VRM1 temp was hitting 90c at load and VRM2 was around 80c when I decided to stop gaming, Could this be a software issue or is it most likely a hardware issue?
 
Solution
That isnt normal for the fan to spin hard. Check and see if it has dust. Clean it then see what it does. If the issue persists you might have to see somebody who can fix it. Also check and see if its plugs are pushed in and connected properly.

Nope it's stock settings, Just undervolted my GPU as well

fully disassemble the video card. Check the bare PCB for any discolorations and components sticking up off the PCB that have become oddly shaped compared to their neighbors. XFX coolers were never very good. What temp is it when it is on idle?

VRM1 and VRM2 are 38c on idle and the gpu itself is 36c now I did notice something out of the ordinary, one fan on my gpu is a tad hard to spin, would this matter at all?

Yeah, that can be a problem. This implies that it either doesn't spin at all, or spins slower than it should, when it needs to be cooling your card. Thus, you'll get overheating.

I hate to put a damper on things, but prepare yourself in case you MIGHT have to replace the card. Hopefully the overheating and shutdown kicked in to prevent any damage to the card, but there's the possibility that permanent damage has been done.

Still, definitely worth cleaning or replacing the fan, and making SURE it's spinning up probably. Hopefully there was no permanent damage to the VRMs
