R9 280 Windforce Edition Temperatures

Here's my current situation. I live in Arizona which primarily gets pretty warm however it seems my PC Is taking effects of this. Currently my GFX Card (R9 280 Gigabyte Windforce Edition) seems to be running hot, like very hot. Whenever I open a program like for example CS:GO my temperature would jump from around 43 Degree Celsius on average all the way up to 60 Degrees Celsius. However when I close or minimize CS:GO the temperature drops from 60 all the way down to 43 again in a matter of seconds. I'm not sure if its a hardware or software problem but my only solution has been putting the 3 fans on full speed. Thanks!

60 Celsius is not a bad temperature. You're fine.

AMD GPUs can run stable at up to 90 Celsius. I let my R9 280X's (two of them) run at 85 Celsius, while overclocked, for the two years I had them... No problems arose.
60C isn't even remotely hot for a 280, if you were playing a more resource intensive game it would be hotter. I used to have a 7950 (which is basically the same GPU) with the stock cooler. It easily reached 90C+ in games.
