R9 280 x 2 Crossfire Enabled, but crashes when launching games

Running 2x Sapphire Dual-X R9 280 3G.

I see both cards in my devices and am able to enabled crossfire.

I am running AMD's latest patch (16.1)

When I disabled crossfire I am able to run everything fine. Only issues occur when I enable crossfire. I was able to run 3dmark and had an improved score, but all other games crash when I attempt to launch them.

I have tried a variety of possible answers:

• 
  Cleaning out drivers and reinstalling with both cards connected
  Using one display
  Updating BIOS on both cards (identical) to latest version
  Disabling ULPS with regedit

I'm running Windows 10.
My PSU has 1k watts/gold standard

Any idea on what could cause the issue?
