R9 280x - many many issues

so, i have a Sapphire R9 280x Toxic card - which is an "upgrade" from my ASUS 750ti.

First thing i did when i install the card and all of its latest drivers and software was a benchmark in cinebench...

I was getting 78ish Ffps on the 750ti but now im getting 45-55fps with the 280x!!!
Again - in league i was getting around 200fps with the 750ti and with the 280x - i get any where between 30 -90!!!

i have installed - reinstalled, booted in safe mode, used old driver, new drivers and nothing is working.

The GPU seems to run at max alotted power - constantly, but GPU usage NEVER goes above 20% even in furmark. its asif the card is locked at 20% useage - which would make sense if the maths are done, its about 20% of the performance im getting from it.

how can i fix this?

right click the desktop


amd radeon settings > gaming > global settings > global overdrive >


what is your global gpu clock set to? make sure it is not set into the negative, set to 0%

power limit? make sure this is not negative as well ( 25% is a good place to set )

 


yep - set to 1100ghz - stand out of the box OC for this card - and even upped power 50%, and it seems to use all power i gice - the graph is constantly maxed out whether its stock 100% power or 150% it takes it all and produces nothing 🙁

are you monitoring cpu temps while gaming?
 


Yep, cpu is perfect, watercooler. And about 60% when gaming. Last night I tried to please league at between 02 and 17 fps 🙁 SURLY this can't be right. Nothing has changed in the game settings between the 750 ti and the 280x but o was under the impression the 280x would perform better...
