I recently purchase the XFX R9 280X and have had many issues. One of these is that it's running pretty bad in some of my games, worse than my old GTX 750. For example, Wolfenstine The New Order can't keep 60 FPS on THE LOWEST SETTINGS. Minecraft can't keep 60 FPS on the highest settings and render distance of 16. GTA 4 can't keep 60 FPS on the highest settings and turning the settings down doesn't change anything.

Please help me!

Specs:
AMD FX 8320
R9 280X
Windows 10
8GB RAM

Ok so those numbers make sense. Your CPU usage while it seems low is likely maxed out because don't forget those games don't use all of the CPU cores that the FX has. Its not just the card but the CPU that can make the difference. This is bottlenecking your games and causing you to not get the FPS you expected.
Did you ever get 60 fps have you ran fraps or anything else to check your fps? The r 280x isn't the fastest card on the block its actually a older 7970 card that's renamed and you wont always get 60 FPS on games some of the games you mention are a bit more demanding did you ever remove your old drivers from the 750 ti before you installed the R280x .. The r 280x is a better card then the 750 is just so you know

Yes I did all of that

You are right the R9 280X should keep up better perfomance than it is doing. Did you use DDU to completely uninstall all old Nvidia drivers? If not I would say do that, and do the same with the AMD drivers, and then install the newest AMD Crimson driver from the AMD site. Make sure you reboot before doing the new driver install.

DDU:

Crimson:

Next thing to try after all this is to monitor the performance. Use MSI Afterburner to see if the card is running at full performance in the games you have an issue with.

The GPU usage in MSI Afterburner only stays around 50-60 percent. I'm about to use DDU and make sure my drivers are up to date.

Ok after you do that try out Afterburner and see what your GPU and your CPU usage is in these games

That seemed to improve things a little bit but it still seems low for what this card should be able to do.

GTA IV: FPS 50-60 GPU Usage: 50-75 CPU Usage: 40-65 (High Settings)
Minecraft: FPS:59-82 GPU Usage: 30-70 CPU Usage 20-30 (Max Settings Render Distance 16)
Wolfenstine The New Order FPS: 25-50 GPU Usage: 40-50 CPU Usage: 50-60 (Lowest Possible Settings)

Thanks. The FPS is tolerable for Minecraft and GTA IV but Wolfenstine not so much considering it's the lowest settings. All of my other games run great.
