the fans aren't exactly quiet. is this normal for the r9's?

well if you got the reference cooler yes. if you got a after market it shouldnt check your fan speed its probably at 80% or higher.

Agreed. It shouldn't be loud to the point where you have to complain about it. I'm sure something is wrong
