R9 280x underperforming

Hey there folks,

I recently bought a new pc and i have to say that i am a little disappointed with the performance gaming thus far. My specs are:

Sapphire dual-x R9 280x
AMD FX-8350 @4.0
GA-990XA-UD3
2X4gb Corsair vengence 1866
Corsair TXM650w PSU
Zalman Z11 plus
Windows 8.1
1tb HDD

I have installed Fraps, MSI afterburner and GPU-z to try and figure out why my fps is lower than published benchmarks. I have tried Skyrim, BF4, Tomb raider, Farcry3 and all these games i feature around 20 FPS lower than what i 'should' be getting. My research thus far:

In BF4:

GPU usage = 80-90%
GPU fan speed = 44%
GPU temperature = 60 degress when under stress/gaming
Memory clock = 1100 MHz
Memory Usage = 1500 MHz
All 8 cores running at 60%

I have downloaded the latest AMD catalyst beta drivers 13.11

Can you guys help me out here, im a but of a tech noob. Thanks

EDIT: Its not a v-sync problem as i have this setting disabled in games
 


Funny enough so many people get awful fps with 280x but i get much higher than 50 average with my 280x, i always play with drawfps on and my fps never/rarely drop below 90 with same settings 1920x1080 ultra msaa4, except on guilin peaks
 
Make very sure you are using the EXACT same settings and running the EXACT same benchmarks, only compare games with built in tests that YOU can run, (TR, Metro LL, Metro 2033 or even Crysis-yes the original one 😉 ) a lot of review sites use custom run-throughs.
Also be aware that tech sites often use heavily overclocked, top of the range hardware, and this can easily skew the results for CPU sensitive games like BF4 and FC3.

and I get EXACTLY the same FPS in the ingame TR benchmark as them with my 7950 if I overclock my elderly i5 750 BTW.
