Question R9 280X VBios profiles

I'm overclocking R9 280X. Gigabyte doesn't allow you to change the voltage through Afterburner, so I'm using VBE7. Question is: when do the third, default profile, and fourth, boost profile, alternate? How can I test when are they being swapped? So far my gpu only locks itself to boosted one in games and bechmarks. It doesn't ever go down. I wanna make use of this third profile because I don't want excess heat and voltage.

e.g. if you watch a hardware accelerated movie (youtube HD), it would switch to another profile. If the card is not used, it should downclock itself @ idle.
