I know that the gtx is better, but is it worth upgrading? I already own and run on the 280x, and am not sure whether is pays off to buy the 1070, or not. By the benchmarks, it sometimes shows the amount of FPS about two times higher, but sometimes it's just about a +5 or something. Is it worth it?

If you only play at 1080p and don't mind playing in 40~50 fps for latest games, you might as well hold onto that 280x for another year or so.

But If your decision depends on resale value of your old card, then I would say sell it asap and upgrade.

The improvements will be HUGE at FULL HD res and for those plethora of NVIDA friendly titles, AMD titles will benefit simply from huge additional RAW power.

I know this because I upgraded from 280x (Sapphire OC Dual fan) to 970 and then to a 1060 last month. Each time I got a small but worthy performance boost.
as you say, some games will not show much improvement, others wil do show big improvement as is the case of games made to work well with amd and not for nvidia and viceversa

the power consumption and the rest of the parts is important to know to see if a 1070 is good or bad idea

a new 1070 could use less wats and make less noise, less heat too
