which power supply are you using?

the R9 will need much more power and PCIe power connectors from the PSU to work than your RX 460 needed

the price 55usd is fine, but eventually you can get a 1050Ti or 1060 for the same price

cougar vte600 psu

used rx 570 4gb is cheaper than used gtx 1050 ti
rx 570 4gb is 85 usd and gtx 1050 ti is 100 usd

used gtx 1060 3gb is 110 usd

i can take used rx 570 4gb
but most of them were used for mining (even people used rx 550 for mining)

used r9 280x's price is normal for its tier here

A GTX 1060 3gb would be faster and with less noise, heat and power consumption. If you can't find a 1060 in your price range, a 1050ti will do in a pinch until the next generation of video cards becomes widely available. The problem with used AMD cards is their compute performance is generally better than Nvidia, so a lot of people used them in mining rigs where they ran the hell out of them 24/7, but don't expect anybody selling one to actually tell you that. GTX 10 cards have so much better gaming performance than anything that came before or anything that AMD was selling at the time, that it is hard to recommend anything other than a used Pascal card if gaming is your intended use.

Some modern games also don't run well on cards as old as R9. You have to remember that the R9 280X is actually the HD7970 Gigahertz Edition in disguise, so it's even more outdated than it's release date would seem to imply.

used gtx 1060 3gb has the same price with used gtx 1050 ti (100 usd to 110 usd)
i got 120 usd for graphic card, if i add 20 more, i can get used gtx 1060 6gb
seems used gtx 10 cards are safer from mining
but im still not sure to buy used graphic card above 90 usd
