R9 290 and an FX 6300 at 4.5 ghz and POOR performance

I recently bought an msi R9 290 and to compensate for this I overclocked my processor up to 4.5 ghz. Despite this in battlefield 4 an metro last light i appear to be getting far worse results than i should be. In seige of shanghai (battlefield 4) i am getting an average of 35 fps in actual gameplay. And in the metro last light benchmark maxed I got an average fps of 35 as well. What is the problem?

I have tried putting in more fans, maxing out the fans, reinstalling drivers and even totally reinstalling windows yet the problem still persists.

Yes, please download Hardware Monitor (http://www.cpuid.com/softwares/hwmonitor.html) and run in the background while running your game and report back with some screenshots of the temperature and voltage differences.
 
Well, I'm not sure about BF4 but Metro uses a ton of PhysX on practically everything. AMD cards don't support PhysX, so it'll offload that to your CPU, and PhysX runs very poorly when forced onto a CPU. That could be the source of that.

But as mentioned, that doesn't explain BF4, so it may not be the cause at all.
 
You might want to try running Battlefield 4 under the Mantle patch rather than Direct X- as that is desiged to alleviate CPU bottle necks.

Can you try it in Mantle compared to Direct X and report both numbers?

Also what resolution are you running at?
