r9 290 Doesn't work with watercooling

I have a water cooling system for both my gpu and cpu https://www.ple.com.au/Products/620662/ID-COOLING-Hunter-Duet-CPU--GPU-Liquid-Cooler
it was working perfectly fine with my old graphics cards but I bought a second r9 290 to crossfire with my other r9 290 (with an accelero extreme IV) and it works perfectly fine with the stock cooler but when I put it on my water cooling it does not want to work? anyone know why... its definitely not an overheating problem because the core feels ice cold when I touch it.
