R9 290 Fan speed

Hey, i got this graphic card about a week or so and i have noticed that the tempeture at idle ( no gaming or anything just web and stuff) is about 70C And the fan speed is always at 20%

I downloaded MSI afterburner and setup custom fan speed and now the tempeture is 50C-60C even while gaming with fan speed at 30-31 while idle

My Question is why wont the fan speed change when it hit 70C ( without the MSIafterburner)
its really strange since it should raise the fan speed to reduce tempeture automatically
And i shouldnt open MsiAfterburner every time to enable to custom fanspeed setup

Sapphire R9 290
mobo Gigabyte - H61M-S2PV

And one more thing the guy who installed the graphic card also added a fan to the computer

Your fan speeds and temps are totally normal for a stock (red fan) R9 290. Mine is at 77C and 20% fan speeds at idle right now (just browsing the web and listening to music). My core is at ~400MHz and memory at 1250MHz. Mine is a little warmer because I have 2 R9 290's and the heat from the lower one makes the upper one a little warmer.
Because 70C is deemed "safe" by sapphire.
I play with headphones, so fan sound isn't an issue for me. I use very aggressive fan curves on all my equipment.
My fan speeds often climb over 80% when gaming.

Most users like a quiet computer, so default settings are quiet.

 
70C at idle is NOT fine. Something is wrong either with the card or the case you have it in. I have an XFX Double D R9 290 and it idles at 34C with the fan on 20%. When browsing or doing other minor stuff it runs maybe 40C. While gaming it hits 65C and when doing a benchmark like Heaven it hits 70C. I have a well ventilated full sized case. Take the side panel off your case and point a household type fan at it. If the temperature doesn't drop there's something wrong with the card (and I'd return it). If it does drop a lot you case doesn't have sufficient cooling/airflow. I'm guessing you have a Sapphire Tri-X? Yeah, it should run cooler than that.
 
On the R9 290, the max allowable temp is 94C, so the default settings are to allow the clock to go up to the normal max of 947MHz core, and 1250MHz ram IIRC, and then the fan speed will rise to prevent the temps from going above 94C. If it can, it'll just stay at 94C all the time. If the fans are at their max allowable speed (47% IIRC). If the temperatures continue to rise at max fan speed, then the clock and ram MHZ will be throttle back to prevent over heating.

You can either change the max temp and max fan speeds in Catalyst Control Center, or in MSI Afterburner. But if you choose 70C as your max temp, then even with 100% fan speed, your Core and Ram clock MHz will be throttled, making your video card slower.

Even with the stock Core edition air cooling, and my fans set to max of 100%, my GPU's bot run at 94C and 947MHz and 1250MHz continuously, without problem.
 
Ah, I misread your post.
70C is NOT an idle temp. If you were getting 70C with the fans at 20% during idle, then the temps would not have been lower than 70C during games just by raising the fan speed to 30%.

Something is off. Change the fan speed back down to 20%, and check to see if the fans are spinning on the GPU.
 
Update:
With 20% fan it gets to 70C on idle
With custom ( about 30% fan speed) its 50-47C on idle
While gaming underheavy load it gets to max 80C with 80% fan speed

I talked with the shop i bought teh card from they said this card is suppose to be extremely hot up untill 95C so they wont replace it
however if my card will overheat and die they will replace under warrenty

Also my PC is placed in sort of a container something like

And the backside is near a wall ( theres space between them tho ) Also when i first installed an extra fan was added in addition to stock cooling.

Is it safe this way? i dont mind the fan noise while gaming i use headphones
 


What is the average temperature in the room the computer is located in?
And what are the temps inside the case?

Use a program like corsair link (Free) to give us some more temps.
70C at idle is unacceptable.

When it's at idle... what is the core clock speed on MSI afterburner graph? It could be "under load" even if it says usage is at 0-1%. Check to see if there are any hidden programs causing stress to the GPU

My room temp is about 20C-15C im not sure

While my CPU temp is about 33-37C the GPU is on 57C with 30% fan speed instead of 20%

the coreclock speed is 300 MHz atm while theres 0-1% usage
