R9 290 Issues with fan speed and VRM Heat

Hey guys, so i have 2 issues, as it stands my fan speeds on my MSI R9 290 4G OC are defaulting at 80% on boot and unless i manually move them stay at that speed. While checking this i noticed using HWinfo that one of my VRM modules is substantially hotter than the other (see pic below), is this an issue and can it be fixed?

Okay, so thats lowered the fan speed (thank you btw, my pc sounded like a jet engine before), so VRM1 has gone up, which is fine, but VRM 2 has not changed, staying exactly at 66... could be damaged sensor?

These are idle temps, but examining a log now the VRM 1 goes up to 80 at load, but VRM 2 stays at 66 all the way through... is 80 still okay?

check the thermal diode on load that the best to find if gpu overheath .
