R9 290 not smooth at >60fps

Hi, my pc is playing the witcher 3 and gta5 fine fps wise, but it does not feel smooth at all whenever my fps goes below 60 fps, I can play these games max settings at 40+ fps but its not smooth so i have to reduce the settings. I have turned v-sync of and hairworks is not enabled other games also do not feel smooth below 60 fps and it is not that I am used to 60 fps, I actually recently upgraded from an HD 7850 which played games at 40 fps much smoother! Any help will be appreciated and thanks in advance. the rest of my system is:
Core i5 3570k
8gb 1866mhz
asrock z77 extreme 4

do you ahve the new beta driver 15.5? it is supposed to fix some things with witcher 3.

my cards at 60 ~65 fps which is where it usually is feels the same. other games even at 30 fs feels smoother. I think they still are working on fixes for this game.
