R9 290 stuck at 150 MHz

I've searched for similar problems, but none of the solutions helped me.

So the problem; I have a Sapphire R9 290 on stock speeds, (947 core, 1250 mem).
But since a few weeks I have noticed that my fps in games where down, so I searched for the problem and saw in Afterburner that the true memory clock is a 150 MHz, while it is set to 1250 MHz. Only if I restart my computer, Afterburner says the memory clock is running at the designated 1250 MHz.

I have tried to disable ULPS, changed the bios setting physically on the card (with the little switch), reinstalled all drivers, and I tried to increase the Power Limit with 5%. All of these solutions did not work.

Does anyone have/had the same problem or do you have the solution to this problem?
I really appreciate it!
 


Both, I usually start up a game and notice the bad fps, then I open Afterburner and see the 150 MHz. Even when i close the game, the memory clock stays at the same speed.
