R9 290 throlling after +25mv

My r9 290 is watercooled and even with the temps below 60C it starts throttling if I add more than 25-30mv on msi afterburner what can I do to stop it?

What are the temperatures on the voltage regulators? How is your water cooling done? If it's a waterblock that covers the entire PCB then temperatures should be good but if your using something like kraken g10 you will get good temperatures on the core but the voltage regulators are still crazy hot and require stand along heat sinks.

the block is a full cover block it cools the vrm also,the loop is res,pump,gpus,i7 5820k,2x360 mm rads,240 mm rad,res. How do I looks the temps on the voltage regulators?
