I can currently get

1)XFX R9 290 at $400 with BF4 download
2)Gigabyte GTX 770 OC at $310 with the nvidia bundle

What would you guys pick?
this is for 1080P gaming.

If it weren't for the heat/noise of r9 290, this question would be a no brainer~
can i actually turn the 290 to quiet mode and just use it that way?
should still offer alot of performance in quiet mode right? or can i not switch ?

Solution
I was in the exact same situation. I was concerned about the stock cooler on the 290, but its performance is pretty awesome for the dollars. I ended up getting a 770 from egg with a return guarantee even if opened until January 31st. That way if the 290 non reference launches and their nice I can switch out. If they're still not great I'll just keep the 770. Best option I could find. My old card died which put me in a BF4 bind.

The gtx 770.
I got an r9 290 for 1080p and it's not worth the money.
Unless you want 10 more frames for 90$, then go ahead. Kind of a waste unless you're going 1600p to use the 4gigs of ram.

can i set the max fan speed to be lower than default? thus making this thing quieter at the cost of performance (i guess it will hit the thermal threshold sooner and thus sacrificing performance)
