R9 290 with paint spilt on pcb

I won a bid on ebay for an r9 290 that had some type of paint spilled down it and probably inside it. Would an isopropyl bath and qtips repair it or could the paint penetrate deeper into the card

A new one for me never seen this before

Any ideas?

Oh wow.
Isopropyl would be the safest choice (not drenching it), but I dont know how well that would take paint off.
The contacts on the PCIe lane would be very fragile, so you have to watch that.

I personally dont see this card working, but its worth a shot.

the paint that has been spilled over it is matte emulsion if that helps anybody

Water based paint isn't going to come off easily mate - if at all.
I hope you got it incredibly cheap ??
