R9 290x a fan is too loud

I have a 2 fan 4GB ASUS R9 290x, both of the fans have different styles. The one that I'm having a problem with is missing a blade, quite sure it's not the problem, and it's a bit unstable. I use MSI Afterburner on it and play the some of the Latest AAA games. The fan gets loud at 40% + fan speed, I've had this gpu for a few years. The fan doesn't perform consistently without being loud, yet the other fan is brilliant and doesn't make a sound...

You would have to replace the whole fan. What ASUS 290x is it specifically? The fans may not be removable, if not you would need a whole new shroud, you may be able to find one on ebay or something if your lucky.
 
What you likely need is a replacement fan. The missing blade is probably going to keep the fan from spinning smoothly. And of course, the bearings are part of the fan, and can't normally be replaced on their own.

You might try checking someplace like ebay for a replacement fan, although you'll want to make sure it fits your particular model of card. Here are some results that come up when I search for "ASUS R9 290x fan" there, though I don't know whether they are compatible with your particular model...

I'm not exactly sure since nothing says what GPU it is specifically, just says 200 Series. It says on the gpu "DirectCU II" and looks exactly like this.
