R9 290x Black Border and messed up resolution

I just finished building my PC with a new R9 290x, I installed fresh windows 7 ultimate x64, everything worked fine using the on board GPU as I first started windows, 1080p resolution was looking great, I went over amds website and downloaded the latest beta drivers 14.6. As it installed and I restarted my PC for them to start up and the card start working the resolution went shitty and I have a black border around it.

I looked up everywhere and saw couple people fixing it by changing the scaling, I tired it, and it does remove the black border but the resolution is still messed up, it shows Im on 1080p, my monitor says 1080p 60Hz but still looks crap. How can I fix this?
 
artifacting is usually either the card overheating or unstable drivers. since u said u installed new drivers then it happened, u should start by uninstalling the new drivers and look for newest STABLE drivers not beta. the 290X is a literal furnace so overheating is also likely. is it reference factory cooler or a third party triple fan jobbie? reference cooler was terrible and is now discontinued, but even a good cooler will choke if your case doesn't have adequate airflow.
 


First, I its not that I updated the drivers, before this I was running the ON BOARD GPU, the one that comes with the motherboard, not the r9. Also, I build my PC with a good coolermaster case with 2 extra fans, 5 total, GPU temperature doesnt go over 45 C when at desktop, havent checked with a game yet.

Thanks for the help tho :) But yeah, heat aint the problem, Im quite sure its some catalyst center configuration that`s messing up, since I never had a ATI card before Im very unfamiliar with it.
