R9 290x crash on startup

So I recently bought a brand new r9 290x only to run into a major problem. I start up the computer with the r9 installed and during startup I get red bars going down the screen. After windows finishes loading the fan on the 290x starts up, and a few seconds after the computer restarts. I have a black screen as the 290x starts up by the way. Is it broken, or did I screw up?

My Specs:
Motherboard-Gigabyte GA-78LMT-USB3
Power Supply-Corsair 750CSM
Processor-AMD Fx-4300 (Switching out with 8350 soon)
Current Gpu-AMD Radeon HD 7700 series
RAM- 8 GB

Then the gpu is bad. Get ahold of the ccompany you purchased it from and do an RMA.
are you removing the GPU drivers before the GPU install?

The GPU fans should start as soon as it gets power from the power supply. Do the fans start as soon as you push the power button?

the red bars are appearing as soon as the screen turns on or only when windows is loading?
 
Yes I removed the previous drivers before installing the new gpu.
As for the fans they do seem to be on when the computer starts up, but the fan becomes rather loud after the windows loading screen, a few seconds before the computer restarts.
The red bar is only there during the windows loading screen, but there are different screen errors that appear as the computer boots up.
