r9 290x power supply

Was looking around for a new PSU for a r9 290x I'm about to buy but I was wondering if 600 watts would be enough for a card like that?

I can spend at most 60 euros and the best one I could find for that money is a cooler master b600 80+ silver rated, says it has 560 watts on the 12 volt rail.

my total system is pretty bare and I don't intend on doing any overclocking

cpu: pentium g3460 (I'm going to upgrade next month)
ram: 8gb two sticks
ssd: evo 850 256gb
gpu: to be the r9 290x (custom cooled with a gelid)

would 560 effective watts be sufficient for this?

A good quality 600 watt PSU can easily run your system. If you can find an XFX, Seasonic or Super Flower model in that power and price range it would be much better than Cooler Master.

Alas those are priced the same but are <500 watts, the cooler master is the most wattage option at this price. though would 80+ silver rating count as good quality or is that only regarding efficiency and not overall build quality?

Just efficiency doesn't make a PSU good. We have to look at the components. That PSU won't cut it, get a better PSU that's Tier 1 or 2 like a Seasonic S12II-620/XFX TS 650/EVGA 650 G2.
