R9 380 2GB vs GTX 960 2GB? Best GPU for 900p ?

hey guys i have currently an old HD 7750 and im willing to upgrade

i have an old HP 20" monitor 1600x900 and im happy with it because i don't notice the difference between 900p and 1080p gaming

im stuck in chosing between the:
Sapphire R9 380 Dual-X OC 2GB GDDR5
and
ASUS GTX960 MOC 2GB DDR5

which is the best one? Power consumption and heat etc is not a problem, im only asking for Performance
Also, is there any other GPU better than these that is perfect for 900p? to play games like Withcher 3 at ULTRA?

Specs:
i5 2400 3.1GHz
8 GB DDR3 RAM
650W PSU

corsair builder series no. Nox Urano might be okay, i personally am not familiar with the brand though. Someone else might know more. as for the r9 280x, if you're not planning on overclocking, get a quality 550-650w and i'tll be fine.

Quality is mostly aimed at the brand and series itself. Some are rated way higher than what they should be outputting for a system. There's a tier list somewhere where you could probably cross reference a psu to see if it's considered quality or not.
I doubt either one could play witcher 3 on ultra even on 1600x900... But I've been wrong before so the hell do I know. Between the two, The 960 would probably be the better choice. The r9 380 with 2gb... I feel like it might get bogged down by that 2gb vram...
 
The 380 will be faster but if you can find a 285 on sale, that is practically the same as a 380. I have a 7870 Tahiti LE (should have been called a 7930 due to a similar core with the 7950 and 7970) and I play Witcher 3 at 900p with almost all settings set to ultra and AA on. Only shadows are set to high, view distance to medium, and SSAO. The games runs at 50-60 FPS while riding Roach through the land.
