r9 380 4gb not getting enough power?

Hello, I have a r9 380 gpu. I power it with gigabyte greenmax 650watt PSU. So I was noticing that gpu clock isnt achieving 990 mhz in games as it should (default clock at max). So I changed power limit to +20 in CCC. Then the problem was gone. My question, how come my card can't get enough power if I leave power limit at default +0? Is there something wrong with my system or my card? I am worried :/.

It could be a poor PCB or some other issues with the cables or PSU.
Use a Tier 2 PSU minimum;y for gaming.

Its the circuit board, basically it controls the power and all the important components are on it. You may want to use customer service and your warranty to exchange for a new GPU.
 


Gigabyte will have good customer service, call em up if this is an issue seriously concerning you. You can try by updating all your drivers.
 
nothing wrong with it , I get some crazy screen flashing , graphics corruption when I try to oc my gpu pass 1075 though on fire strike

im wondering if I need a better psu, Ill buy one regardless just hope that's what it is, I got the same gpu , and it wont reach 990 unless you boost the power limit , I noticed it on mine to, was around 930 or something
