I just bought a new MSI R9 380 but it is 60°C when idle (300Mhz), fans not spinning.
When I put load on it the fans do start to spin and the temp keeps stable around 60°C.

I know it is because of the msi-afterburner feature, where the gpu doesnt turn on it's fan unless it is under load. When under load temp stays around 58-60°C.
Question 1: Is it healthy to have a gpu idleing at 60°C ?
Question 2: It seems I can't change my fan speed in AMD Overdrive (greyed out) is there any way I can enable these settings or is there maybe a better alternative for controlling fans ?
