r9 380 Clock speed and load

Hello,

I have bought r9 380 4gb gigabyte oc version. The thing is in games gpu clock never really reaches 990 mhz default top clock. It stays around 960 mhz. Also load is not always at 100% in lets say far cry 4. It fluctuates a little from 100 to 85 etc... I don't have any problems and games are smooth, but I just wonder if what I described is normal? Vsync in games is disabled.

My CPU: I5 4690 stock speed

Ok so if I put the power limit in CCC control center to +20% the clock stays at 990 mhz. Is it safe to put it to +20%, or should I leave it at 0 and just live with a little lower clock?

I have the same issue with the sapphire r9 380. It has hit 1010mhz in a few games but normally stays around 920mhz
