r9 380 not being used by PC?

So, I recently fully cleaned my HDD. After doing so, I saw that my computer booted up with the lowest res. possible... I then looked to see what was wrong with my GPU and saw that it said that my PC was using a 'Microsoft Basic Display Adapter'. I have no idea why. Keep in mind, before cleaning my HDD , my GPU was working perfectly. I'm using Windows 8, 64 bit... I've tried downloading AMD CCC, doesn't work. I'm using a PowerColor r8 380 4gb GPU and when I go on powercolors website the driver says (Taiwan) next to it, I've tried downloading it but then I get an error saying somethings missing... I've also tried cleaning my HDD multiple times. I don't think my GPU is defective... please help me, ASAP. Thanks in advance

I'd run a directx diag and see if it's recognizing your card.

1) Click start
2) Type dxdiag and press enter
3) Go to the Display tab, and scroll down looking for the card you use

yea it just says Microsoft Basic Display Adapter and on Drivers it says: N/A ...

can you copy paste that dispay screen from the diag? If not, what does it say for "chip type" on that screen?
