Moved discussion to http://www.tomshardware.co.uk/answers/id-2743229/problems-installing-psu-gpu-380.html with a more comprehensive explanation and a title that refelcts what i discovered so far!!!

Hi,

I received my new MSI R9 380 2 GB OC version and cant make it work.

The fans work and activate but there is no input detected on my screen...

Any idea what might be the problem and how to solve it ?

Here are my specs : http://h20564.www2.hp.com/hpsc/doc/public/display?docId=c03382032

I also upgraded the power supply to a XFX TS 550 W which u can check here:
www.pcdiga.com/2/7848/Fonte-XFX-TS-550W-80PLUS-Bronze-P1-550S-XXB9

For now i just put back the old HD 7450 and everything works...
Also to note (no idea if it might be related) but since i put on the new power supply when i shutdown the pc it either freezes the image on shuting down and then a few seconds later shuts down, and sometimes it shutsdown but lets on the led from the turn on the power for the computer...

Solution
So it could be the mobo then, or it could be the cpu since it seems like it wont even boot. It could also be gpu here do this. Unplug your graphics card and just boot up the pc. If it works then it could be the gpu but it's definitely maybe not the cpu. As it would have to use the cpu's graphics to boot then again it's the mobo bios. Alright disregard that you need to swap out some parts and test on a different pc. Ask a friend or family member its the only definitive way to figure out whats wrong.

Hm now with the old PSU some of the things also happen, namely the computer goes off but fans and power light are still on and also when use restart it takes some time like he seems to shut down (noise from shutdown and then relaunches)... The freezing screen on shuting down never happened though like it happened with the new XFX.

The only changes i made were uninstall all AMD software including drivers just to do a fresh installation of the drivers and maybe i swapped the cables that connect the HDD and the dvd reader to the motherboard but dont hink that could have any impact instead of connecting with the motherboard in slot 1 like b4 theyd be in slot 2 dont see the difference...

With the original PSU the screen on shuting down never freezes that disappears I just misswrote in the previous post which i already edited / corrected... The rest of the symptons remain even for the original PSU after trying the new hardware...
