Question R9 380 Strix No Display Black Screen

So my gpu r9 380 asus strix stopped displaying and giving just black screen not even "no signal" is appearing.Itnis not software problem i tried everything. when gpu start it failednto boot with 3 outcomes First gpu load fans at 100% Second gpu dont spin fans at all and third gpu spin fans normaly but often stop and then start to spin again and then after some time start fans at 100% . in all of 3 cases gpu failednto POST i checked gpu voltages on pci x16 and all of them were good exept 8th pin (aux) it should provide 3.3v but it provide 0.250 volts should that be a problem?

PSU is not problem i am sure of it
it is LC600-H psu
Mothervoard is really old one Asrock N68-s3 ucc mayne that should be a problem
and cpu is phenom ii x4 945
Ram Kingston 1600mhz not sure for the model

i will trybit later on another sistem but v ram on gpu is suspisious to me and i am not sure if vram can lead to black screen
