They're wrong; no monitor is limited to any graphics card, even the ones with G-Sync/Freesync etc.
It just means that you won't be able to use some features in those cases, but with the VG248QE there is no difference.

Any monitor and graphics card are compatible as long as they have the same port type...DVI, HDMI, or Displayport being the most common options. Some monitors come with nVidia or AMD specific sync technology that can only be used on compatible graphics cards...but even these "purpose built" monitors will still work as a regular monitor with any brand GPU.

Well, shit you're a monitor expert, know of any that are just as good if not better? Maybe have gsync or freesync, or even better color?
Better panels with better contrast and viewing angles.
I run a store, I have the XF240H and VG248QE on display and have previously used the XL2411Z; a monitor which uses the same panel as the VG248QE, and I can tell you the VG248QE's panel looks more washed out.
