R9 390 core clock issues

My Asus R9 390's core clock(on battlefield 4) sits anywhere imbetween 300mhz and 900mhz, no where near my oc clock of 1150mhz. During this time the card is also maxed out(100% usage). Is there any way to force constant core clock(i am on crimson 15.30.1025.1001)?

The rest of my specs are:
FX-8320(OC'd to 4.8Ghz)
Msi gaming 970 motherboard
Thermaltake TR2 RX 850W PSU
WD Black 1TB drive

Its and powertune. It can be 100% but still sit lower clocks if vsync being hit or it deems higher clocks not needed.

You can try a programme called clockblocker, but with me it read the bios and locked at 1080 rather than my 1120 oc. I just let poeertune work now...actually works fine. I turn off vsync, turn on triple buffer and set frame rate cap of 65 in rivatuner.
By the way, how'd you get 1150 core? I'm at 25mv and 1120..
